Imperial Dungeons
Thematically, each level of the dungeon was to reflect the type of prisoners held there, steadily worsening the deeper one went.
Dungeons 1 was for nobles and aristocrats, thus "clean", with crisp lines and well-maintained.
Level two, a general purpose prison was full of signs of the Imperial masters and heavy, over-sized gates.
Three, the torture chambers.
And Four, a level which was ultimately cut, the oldest and least-maintained part of the dungeon where the dead and dying
were thrown to the carrion eaters (and makers of those hexagonal feeding pools).
